The European Energy Performance of Buildings Directive (EPBD)

The Directive for the Energy performance of buildings was issued by the EU Commission as part of their ongoing policy to reduce environmental damage caused by both citizens and industry. As with all other directives there are mandatory requirements that owners, managers and operators of business premises must comply with.
The main requirements affecting building operators are inspections of air conditioning systems and the requirement for Energy Performance certificates (EPCs) for all buildings built, converted, for sale or for rent after October 2008. In the European Directive, boiler operation was also covered but in the Uk this is currently confined to advice on how to use boilers efficiently although mandatory inspections may be introduced at a future date.

All assessments and inspections must be carried out by energy assessors who are members of an accredited scheme eg BESCA. It is a similar requirement for anyone issuing a certificate.
