Typically this includes air conditioning, refrigeration, heating, fire protection and lighting systems as well as the overall thermal efficiecny of the building.
Under the regulations the operator is defined as ‘the natural or legal person exercising actual power over the technical functioning of the equipment and systems covered by this regulation’. This may be the owner, manager, landlord, tenant or, in the case of F-Gases where specifically contracted, the supplier of maintenance or operating services.
